Valley Health Plan
(VHP) was created in 1985 to provide coverage for County of Santa Clara employees in Santa Clara County, California. It quickly grew to 4,500 members by 1995. Since then, VHP has expanded to include county employees, IHSS workers, Valley Transportation Authority employees, other employer groups, and individuals and families. Valley Health Plan is the only locally-based health plan in the county.
